Professor Luigi's dummynet is one solution.

Another is the Japanese CBQ project, class-based queueing, whose 
mascot animal escapes me right now. (I want to say Zebra but that's 
the BGP4 project)

The one I like is the commercial "bw-mgr" from www.etinc.com, either 
stand-alone or bundled with their hi-speed WAN cards, which we use in 
FreeBSD leased-line access machines with no pb's for 15 months. Comes 
with MRTG support.  DL load it and play with it, some pretty nice 
features and a ton cheaper than proprietary hardware solutions like 
Allot, Netscreen, Xedia, etc.
