The news report said the issue originated over their, Harris & Real, bulk
Emailings. RBL looked into their optin/optout system and it did not meet
their standard. From the report it sounded like the RBL folks were looking
for a double optin confirmation. Based on that I believe that Egroups (to
include their acquisition Onelist) and most of the mailing list systems I've
seen would also fall that category. I believe the initial question came up
because several major email providers took note of the volume of Email they
were receiving from Harris & Real. It has the potential to write some
interesting law for the US. At present their is no legal standard for this
type of Email.
As a side note several of the major Email providers utilize the services of
both Harris & Real and RBL.
