Is there a way to turn off the rules.ima file for a single user?

Using 4.7, I have a rules.ima in the imail directory (which seems to work
for all our users.

Do I have to remove that .ima from the main directory and put seperate .ima
files in each of the users directories?

Also, I have a customer interested in purchasing the newest version of
Imail. What is the newest version and the going cost for it.
