That's because the IMail trailer.txt trailer only gets put on plain-text
messages, and also only on messages sent to non-local users. There's an
Ipswitch KB article about it.

That's because you're using our webmail templates, and you can configure a
separate domain-specific trailer that gets appended to all messages sent via
the web.
