[IMail Forum] mailbox rules

Is there anyway to manipulate the rules so that any mail with certain text
sent or received would be copied not forwarded to another mailbox without
stopping the email from going where it was originally intended?

Reason I ask:
We have multiple managers of different departments who need to monitor
workers to make sure they are not abusing office email.  If we had it so
that all their departments email copied to the manager---he/she could spot
check it from time to time.
