Jeff,
To allow only one person to initiate postings, just select the 'Moderator'
radio button on that list and 'Apply' the change. The senders email address
must be an _exact_ match to the address set in the 'Owner' field and it must
be a complete email address, not just a name. Once you have that working,
I'd suggest using the password feature, too. Otherwise one could 'spoof' the
moderators address and post to the list. With a password, too, not very
likely!
HTML email is just email to the list (although they will be larger
messages). Your moderator will need a client capable of creating and sending
html email.
