If you are doing forwarding only for these accounts, you can use Aliases,
instead of accounts, to do the same thing. No need for a folder or the disk
space an account could use.
Using IMail Administrator, the folder is created when the account is
created. And the forward.ima file is there when forwarding info is added.
Sounds to me, like you are using the Web Admin interface.... which does work
as Dan S indicates.
