I've ran into that same problem. We have two state organizations that cannot
send us email, and I haven't been able to find out why. Everyone else can
send to us fine. Only thing I have been able to find out is that one of the
places uses Exchange mail, but if it is set up properly I don't see why that
would make any difference.
