The first set of numbers is the beginning IP address (212.1.128.0). The
number after the "/" is the number of bits common to all the IP addresses
(the first 19 bits of 212.1.128 are always the same; that is, it's always
212.1. followed by a numer starting with 100xxxxx in binary. The subnet
mask -- 255.255.224.0 is just a bunch of 1's (equal to the /19) followed by
a bunch of 0's (32 minus the number of 1s).

Shown where? A "/16" would be a Class B, a "/24" would be a Class
C. These are inbetween a Class B and Class C in size.
Where are you trying to enter these numbers in IMail? I don't believe
IMail has anywhere you can enter IP ranges using the /xx notation.
If you're familiar with binary numbering, this should seem straightforward
once you grasp it. If you aren't familiar with binary numbers, it's
probably best just to ask someone, as it may be very hard to understand
otherwise.
