If you really want to stop this at the server side, I think you can change
the SMTP Welcome Message to take out the "ESMTP" announcement. I believe
this would effectively disable the ability to request delivery
notifications, as the NOTIFY directive is an ESMTP-only command; if the MUA
is being well-behaved, it won't honor the user's request for a DSN if the
SMTP server sez no ESMTP extensions. Then again, there may be some
extensions which you need for other reasons...or I may not be reading the
RFCs for detail!
