hehe, I missed the important part of the question, ,can you add or change a
user to a host/list admin via a command line utility?
Trying to finish up a script that will make adding domains quicker and more
fool proof for me.

Sure, when you are either adding or modifying the user, check both boxes.
You can do this via the Web Interface or IMail Admin on the server.
You do need to have Host admin access yourself to do this.
