Well, yes and no.
The Windows version functions exactly the same with Declude as the DOS
version (the DOS version isn't really a DOS program, it's a Windows command
line program).
The main advantages to the Windows version are that it has built-in
scheduling of updates, and it's a better option if you use it on other
computers (the license lets you run it on up to 20 computers).
