You can check http://www.samspade.org/ for another tool but there is no reverse delegation that I can find.
User the IP whois - Qwest Communications has the block - 65.112.0.0 - 65.121.255.255 Then ESI has been subdelegated 65.112.155.0 - 65.112.155.255 So you have to get either Qwest or ESI (probably Qwest) to set up your reverse delegation. You can't set it up yourself unless you control the block.
