Page 75-76 on v7 user guide lists the steps that Imail takes to deliver mail. To answer your question: Yes, an additional file can be used in a user's folder in tandem with a rules.ima file in the root directory. I have a relatively wimpy server(compared to some of the specs I see on this list), and have not seen any performance problems or erroneous mail processing due to the rules.ima file size.
