Page 75-76 on v7 user guide lists the steps that Imail takes to deliver
mail.
To answer your question: Yes, an additional file can be used in a user's
folder
in tandem with a rules.ima file in the root directory.  I have had success
with this in the past, but have not tried it with version 7 (yet).

My rules.ima is currently 31k (over 1,000 rules).  How large is your file?
I have a relatively wimpy server(compared to some of the specs I see on this
list),
and have not seen any performance problems or erroneous mail processing due
to
the rules.ima file size.
