On windows, there is Lsoft and Lyris. check www.cygwin.com to see if anybody's ported a list server to cygwin. cygwin seems mostly for *nix people who want *nix environment or tools on Win. if you aren't already *nix person, then cygwin is not the way to go, by the time you master that, you might as well work directly on FreeBSD or Linux.
