A safe IP is any IP that you trust won't use your IMail server to relay SPAM.
We don't even specify the internal clients as safe addresses. All of our clients use SMTP AUTH. The reason for this is that we serve a block of addresses using DHCP and at times have customers/vendors/friends/enemies on our network with laptops. We serve them an address for internet connectivity, but don't want them using our server for relay. We only specify addresses of clients that can't do SMTP AUTH (APC Powerchute, RAID manager, Veritas BackupExec, etc). (These are all servers, but in the eyes of mail, they are clients.)
