Then they need educating.  The intent of the X-RCPT-TO: is to pass
along the address that was presented via the RCPT TO: command.

But this would be incorrect behavior when the 'To:' and 'BCC:' addresses
were received by different servers, e.g.
  To:  [EMAIL PROTECTED]
  Bcc: [EMAIL PROTECTED]
