IPWHOIS list network blocks. In this case, your ISP is DELTANET. They have the IP block 209.164.0.0 through 209.164.63.255. Since they haven't sub-delegated any of those IPs, both you and the spammer are grouped together. You could ask your ISP to sub-delegate your IPs. But, if they are hosting a known spammer, they probably aren't going to take the time to help you.
