I use DECLUDE from http://www.declude.com/
There is a setting in the GLOBAL config file
PERCENT HOLD
which solves this problem

This one has been discussed several times on the list. I do not
believe IMAIL has addressed the issue. It has been reported.
I suppose another reasonable solution would be to use another MTA as a
backup mail server.
