This one is simple: they are denying you access to send them mail. They
have you blacklisted, either intentionally or by mistake.
You can simply tell your customers that elliptus.com is refusing to accept
their mail.

You would need to contact elliptus.com, either using another mailserver, or
via alternate means (phone/mail).

That's because 521 isn't one of the codes listed in the RFCs. The
elliptus.com mailserver is generating a made-up code.
