iwebmsg's popularity is matched by its pain+cost of support, bugs, 
instabilities,  browswer/MIME issues, cgi app complexities dropped on the 
user, template maintenance, consummation of machine resources (RAM, MHz, 
disk), etc, etc.  It's the MOST EXPENSIVE mail service you can offer.

defrag your mailbox partition.

clean then defrag your mail spool partition

run mailboxes and mail spool and system swap in separate partitions.

apply and enforce max mailbox sizes.  mailboxes of 50 to 500 megabytes are 
insane. They are mailboxes, not archives.  fragmented mailboxes of that 
size will screw you everyday.

a scrogged mailbox file or mailbox index file may shut down any imail 
service using it.

imap encourages HUGE mailboxes.
