One other quick suggestion: Check the ISP that the dynamic IP clients are using. I'm pretty sure that AOL and Verizon dial-up block port 25 in some cases. You can probably do a quick test by making Imail an open relay (BREIFLY!) and see if any of these clients can send mail then, if not, then it's the ISP that they are using.
