That is actually very much NOT true (with Network Solutions/Verisign).

For about 2 years now, they have been hoarding domain names as they expire, 
planning to auction them off someday.  There are *many* domains that 
expired years ago that NetSol/Verisign has.

The rumor is that you can gamble the $60 at SnapNames to get the domain -- 
but they've got a great racket going.  You pay them $60, and they don't 
even have to give you the name!
