It definitely is; there is no question about it.  Go to Google, enter:

         "Network Solutions" hoarding domain names

and you'll find your answer.

you can consider it a rumor.  :)

I don't have proof that they have let any expired domains go, just proof 
that they have been hoarding them.  However, if they do let some go, they 
probably do so based on the number of WHOIS queries they get (figuring the 
more they get, the more likely someone is to pay bucks for the domain).

That's exactly why I said "There is a rumor that..." regarding SnapNames 
being able to pry the domains away from their parent/partner (Network 
Solutions).  Everything else in my post was a fact, as far as I can 
tell.  If I am wrong, feel free to point it out -- I have been known to 
make an occasional mistake or two.  :)
