Yes it is from the IMAIL server that I have been trying to do the nslookup.
There are no enties in my hosts file.  Should I just put one in for
techie.com and be done with it? Anyway to determine who dropped the ball on
this one?  My DNS or theirs?

It looks like it is set up properly.  And both DNS servers respond properly.

Is it on the IMail server that you can't nslookup the MX record for
techie.com?  If that is the case, then have you checked your HOSTS
file?  That should be the only explanation left...
