You can.  It's a hack (the drawback being that if they change their MX 
records, you'll have outdated information), but it should work.

It's very hard to say.  I'd try using nslookup again, but forcing it to use 
their DNS servers, just in case Windows really has other DNS servers 
listed.  You can type:

         nslookup
         server 64.63.161.12
         set type=mx
         techie.com

and then:

         nslookup
         server 64.63.162.12
         set type=mx
         techie.com

Connecting from here, those servers answer correctly (see 
http://www.DNSstuff.com/tools/lookup.ch?name=techie.com&type=MX&server=64.63.161.12&detail=0
 
and 
http://www.DNSstuff.com/tools/lookup.ch?name=techie.com&type=MX&server=64.63.162.12&detail=0
 
).  If you aren't seeing any results from them, it may be that one/both 
have blocked access to your server -- although that wouldn't explain why 
other E-mail is going out.
