As Guy said, this is overkill. If the spammers see that you are not an
open  relay, they will stop trying to spam THROUGH your server, though
surely  will  continue to send spam TO your server, which is where the
Control Access list comes in.

I  am  concerned  that  you seem to have been dishonest about when you
closed  your  relay,  per Scott's comment. You need to be honest about
your setup if we're going to help.

Also, you are not allowing NULL <> senders. This is an absolute no-no,
covered hundreds of times on this list. Please search the archives, or
better  yet, turn back on NULL <> senders, then search the archives at
your  leisure.  You  MUST accept such mail if you are running a public
mail server.
