I've had various problems with outlook express and the local mailbox files corrupting..Can't send/receive email.
shutdown OE
Rename the inbox.mbx and sent items.mbx
restart outlook. the inbox and sent item MBX files will be recreated.
 
But that doesn't explain anything about your problems..

That is correct!  IMail and Declude send out normal user messages as well as admin messages just fine (i.e. virus .eml's)

Outlook Express on this Server.  When I open it (send/receive to local IMail test account), it gives me a POP3 error related to connection to the internal address of this server as well as when I try to send something SMTP, same error (see below).  However, on a fresh reboot, no issues to send/receive

A TCP/IP error occured while trying to connect to the server account 10.10.50.134 Protocol: POP3 Secure (SSL) Error Number: 0x800CCC15

We use a Cobalt Raq3i server running DNS services (has all our local entries
in it to route email between all email servers, if not local, then has a
secondary entry to our ISP DNS server)  No problems on any other servers
using the Internet browser, very strange issue.

Great question, if I open up Outlook Express it will not work correctly via
POP3/SMTP to my local IP address of my server.  However, all Declude
notifications and administrative emails from IMail all work.  What is weird
is that if I reboot something gets reset (not sure what).  I have stopped
Web Messaging Service, IMail Web Service, etc. trying to trigger this
problem resolution, but to no avail.

Nothing has changed on our ISP end nor our router.  Again, it will work fine
for a few days, then out of the blue will not let us go to the Internet,
yet, I can resolve DNS from the command prompt (i.e. ping www.yahoo.com with
replies)
