Try this:
With the box hosed, (re-)run the Internet Connection
Wizard (IE.Tools.InternetOptions.Connections.Setup).
This should (re-)configure your logged-on user
connection settings.
That should fix the problem without rebooting, at least
temporarily. Why it keeps "losing" its settings I have
no idea. Have you done anything creative with Group
Policy? :)
