This may be totally off-base, but check it anyway.  We recently had a
similar problem with mail not being delivered.  Rename your Declude.cfg file
to Declude.bak.  See if Imail spawns a load of SMTP32 processes and delivers
mail.  If so, check your primary DNS server listed in Imail.

We didn't know but our primary DNS server had been typed in wrong and
therefore nothing was resolving to it.  Imail et.al. didn't have a problem
because it would use the secondary server however Declude uses Imail's
primary server only.  So, we had a bunch of Declude processes sitting around
waiting for answers they were never going to get.  When new mail came in,
Declude Queue saw all the Imail related processes running reasoned that the
machine was under a heavy load and put new mail in overflow folder.  So we
had very low processor/memory utilization but no mail delivery.

The problem was tricky to find because no where except in Declude debug logs
did we find any indication of a DNS problem.  Scott helped us eliminate
possibilities until we found it.  BTW - we were running an older version of
Declude 1.46, newer versions would have helped by timing out faster, but I'm
glad we found the problem.
