I changed my config to relay for local users and tested on abuse.net

It says I'm not a relay.

No, it says that it can't prove that you are a relay.


If you use "Relay for local users", you are an open relay. You are. You are. Do you want to trust us, or do you want to wait for a spammer to use your mailserver for free, and watch your business go downhill?

It used to be there was one magical test that would let you know if you were an open relay. However, there are now 40+ relay tests, and abuse.net doesn't perform them all.
