When I had the config set for relay by address, when I was running my Outlook Express on the server, it would not let me send email to someone off the server.
I need to be able to send email to the outside world. Right now it seems like the options are to be open to being taken advantage of by spammers and not sending email. It used to be there was one magical test that would let you know if you were an open relay.
