Yes, it is the X-UIDL: header.  The problem is Outlook and OE use a
local reference table for messages that also tracks "downloaded"
messages by UIDL, if for some reason the UIDL on the server matches a
"downloaded" UIDL, it WILL NOT attemp a RETR for the new messages, it
doesn't matter if they are new or not.  That is why deleting and
recreating the account works, you removed the index in Outlook/OE that
tracks which messages have been downloded.
