I have been watching this thread with interest.

We implemented a policy that said...

Email stored on the server that is older than 30 days will be deleted 
And
Email in your SPAM folder will be deleted after 7 days (a la hotmail)

No complaints from users at all, mailboxes shrunk to tiny sizes and the non
technical users who just clicked the "leave a copy of the message on the
server" box (but didn't know why they were doing it) are being forcibly
"cleaned up"!!!

Speed is up, clients are happy, we have less problems! Cool.

With log-in times like that I'd recommend checking two items:

1) On-demand virus scanning.  If you have it, exclude your top-level user
folders and the spool folder.

2) Install and run Diskeeper regularly.

I've opened a couple of tickets with IPSwitch regarding perfomance prblems
logging in to webmail.  The page that displays right after you log in is the
source of the delays as it scans each mailbox in the users dir and counts
the messages.  I've asked that they only count the 'main' box messages
unless a user configures his account to count all messages in all folders.
This would be a huge performace increase.  This is not currently possible.
There are settings related to 'checking for mail in all folders' but that's
not the problem.  The webmail still 'counts' messages for the summary page.
