Without notice, Imail (8) stopped local delivery of mail, while still
accepting incoming mail, placing them in the various queues. These
queues were not being processed.

"The various queues"?

What does the IMail SMTP log file show for one of the E-mails that arrives?

Unable to find any reason or solution, as per a kb article stating this
may be caused by a "corrupt" queue file, I attmepted to create a "save"
dir to move these files, however was unsuccessful as despite shutting
down all mta services these files were "locked".

Locked as in the OS locked the files (meaning that you can't access them with Notepad, for example), or locked as in locked using the IMail locking mechanism (where the Q*.SMD file is turned into a _*.~MD file)?

My question is am I able to process all the mail that was being held up
in the queue...

That depends -- where are the E-mails? What are the filenames (Q*.SMD, _*.~MD, T*.SMD, etc.)?

and is there a way to tell which file was "corrupt"?

If that is the problem, there isn't any way to easily find out. You would need to use trial and error (move 1/2 the files to the spool directory for delivery; if the problem doesn't re-occur, move another 1/2, etc.).

Also: are you aware that you are listed in DSBL as being an open relay???
