We ran into a similar issue with 7.06 and 7.07.  One of the hotfixes
corrected it.  Have you updated your web templates?  I'm not actually sure
the fix was in the templates, so don't take that as my direction for
resolution, but I am sure (and I did update the templates) that one of the
7.07 hotfixes resolved that for me.

We have suddenly lost the ability to open or download attachments in
Webmail.  We are experiencing this problem on Windows 2000 machines running
IE 6.0.2800.1106IC and using Imail 7.07HF3.  We recently installed Microsoft

Software Update Services to force Windows security updates across our
domain.  I think that a recent Microsoft update may have broken something.
When I try to open an attachment (it doesn't matter whether it is a .DOC,
.XLS, .PDF, etc) I get something like the following opening in my Browser:
