That's a peculiarity of the US postal system. Here in the UK it matters not a jot 
where the letter is posted from it could eve be posted from within Europe with a UK 
stamp. The obligation remains - the postman might mak you hand over additional payment 
for excess charges.

It's only a metaphor, email doesn't use vans, trains or planes either.
