Could they be messages bound for servers that are down or having trouble? There is some kind of trouble with Hotmail going on. I don't know if it is just AOL -> Hotmail. I have heard various reports. Messages would be in the queue if they can't get to their destination. The server will keep trying those based on whatever retry settings your server has for the SMTP service.
