Not disk congestion from fragged partitions, just the paging file
being fragmented. The partitions are defragged nightly, but the paging file
had never been.

Correct. I used diskeeper and did a boot-time defragmentation on
the machine, so that the paging file would get defragged.

According to Scott with Declude, "It seems that you are using some
tests at in.dnsbl.org that aren't responding, which are causing lengthy
delays." Thus, the spool was clogging up, making delivery come to a slow
grinding process.
