Suddenly notice that the server very slow and CPU usage very high, when check on the log files, found the following, what is wrong and what is all this send error 10054 mean?

is the problem only with that one IP?
If so, a PTR-less APNIC IP is not really worth worrying about. Probably just another spammer in the horde.
But if that one IP is doing it a the apparently high-rate you show and enough to bother your machine, it's an attack, so block IP at the firewall.
