We've been in the same situation many times, and it's a tough fight. You're lucky that they don't want to offer groupware to everyone, since our preferred product, TabTag (www.tabtag.com, formerly SQLView) is certainly not cheap per-seat--but you don't need a server license and don't need to outfit everyone with access.
