Scott,

1. My IP was in the "relay for addresses" config.
2. The emails were not delivered.  They went into some kind of loop.
3. By removing my IP from the "Relay for addresses", all tests passed
however doesn't this negate RFC1123 5.2.17 ?

These are obscure relaying techniques, that IMail *may* accept under 
certain circumstances.  You should first check to see if the E-mails were 
delivered.  If so, you should see why.  If you can't fix it, you may want 
to try using Declude JunkMail, which can automatically block these and 
prevent them from being sent.
