Norton Anti-Virus 2003 Pro.  (No ZoneAlarm)
It has a mail scanner.  I'll try to turn this off.

Are they using any sort of virus scan with the email enabled?  That is
often
the culprit, and the email scanning can be turned off.

Do they have a personal firewall such as ZoneAlarm loaded?  If so, does
it
allow access to OE?
