I agree with David.   I have had the luxury of hanging out on the Asterisk
mailing list for a few months now and using Asterisk is the best way to go
for a PBX solution. However, to implement it requires a pretty steep
learning curve (at least for me).  You might want to join the mailing list
and pose your question to the experts.  If you don't think you are up to the
task there are many integrators that would more than happy to assist you
with your project.

PBX system called Asterisk(http://www.asterisk.org/), it is a free linux
open source PBX with lots of features, and you could possibly use it to do
what you need.
