I believe you'll need to use Inbound and Outbound Rules for that. However, I think you'll run into significant problems depending on how IMail's rules work. If they filter on the To: and From: headers, you'll block anything sent to most mailing lists, since your users' addresses won't appear in the headers. If they filter on the envelope sender and recipient (the MAIL FROM and RCPT TO commands), you'll block use of aliases/forwarding to addresses outside your domain, since such forwarded messages would have external addresses for both the sender and recipient.
