The OS is on the basic layout, and IMail resides on the second drive
with a dynamic layout. There is no RAID configuration from what I can
tell.

Like many people, you failed to provide disk I/O subsystem
specifications, the most important sizing metric with mailservers.
Your load is "objectively" low, but could still be crippled by poor
disk configuration.
