Dave, Do you run a peering setup? I have an open support issue with Ipswitch on this exact problem. For me the problem occurs when a peer becomes unavailable. I narrowed it down to the queue manager service, I created a batch file to stop and restart the queue manager service every 30 minutes as a work around.
