When this happens to me there are ALOT of ports in the wait_close state but I do not use the built in Imail monitoring. In every case stopping and restarting the queue manager service fixes it. I suspect it has to do with setups that employ the host file for remote queuing or peering or in Dave's case the remote gateway forwarding with an IP address specified on the SMTP tab.
I can reproduce the issue at will by specifying a bogus peer in my peering cluster, the busier the server the quicker the issue surfaces Like I mentioned previously, I run scheduled job every 30 minutes to stop and restart the queue manager service, problem has not returned since doing this. It may be a TCP stack issue but its only an issue when the Imail queue manger service is using it.
