If your origin is set then:
 domain.tld in txt

Is the same as

In txt

Further, I do not use dig. In nslookup:

Server <your primary dns>
Set type=txt
Domain.tld

(it'll return your record)

Last question:

Why dos it tell me to use this format?

domain.tld IN TXT

I mean, why not just:

IN TXT

if I have alread set the $ORIGIN domain.tld. statement in the zone file?

And how do I test it with dig?

I'll assume it is syntactically correct (all the munging makes that
impossible to determine). In this case, anyone can send mail from
domain.tld if they are coming from:

[1] either of the 2 IPs that you supplied, [2] an IP in the A record of
FQDN1 or FQDN2 [3] an IP in the MX record of FQDN1 or FQDN2 [4] any IP
that meets the requirements of the OtherDomain's SPF record.
