"Insignificant" simply refers to the part of the network mask that
identifies the client machine.  Those bits are "insignificant" to the
network mask, in which the only "significant" bits are those that apply to
the network.  Common network terminology.

I would disagree with the categorization of 'insignificant'.

I'd  describe  it  as  the network prefix. The number of consecutive one
bits  defining  the  network  identifying portion of the IP address (the
remainder identifying the host identifying portion).
